Liberals Reach Confidence and Supply Agreement with NDP

Our government has reached a confidence and supply agreement with the New Democratic Party.


What is a confidence and supply agreement?

A confidence and supply agreement is a limited co-operation arrangement between political parties guaranteeing support for a minority government on parliamentary votes that are critical to the survival of the government – typically formal confidence motions and votes on budgets and spending plans.

In return, the support parties can receive different types of specified concessions. The scope and detail of such agreements can vary substantially.


From my perspective, this agreement better equips our government to move forward with the commitments we've made and the important work we have to do. It enables us to govern more effectively, and fulfill the mandate given to us in the last election.

The agreement is a supply and confidence agreement, running now until the end of this Parliament in 2025. The NDP has agreed to uphold the government on matters of confidence and supply (budgetary matters)—which are crucial to the survival of the government—in exchange for expedited progress on shared priorities like pharmacare, dentalcare, and childcare. These are all issues which the Liberal government campaigned on and was elected to enact. The support of the NDP will help expedite these crucial programs.

This agreement gives the government runway to move forward on critical issues without Parliamentary stalemate. This agreement does not compromise the core beliefs of either of our parties, nor does it deny the differences between us. It is about making sure that those partisan differences do not stand in the way of progress for the benefit of Canadians.

The NDP will continue to hold our Liberal government to account alongside all other Opposition parties. Parliament will continue to engage in healthy debate and disagree on things, and we will also continue working with other parties to reach consensus wherever possible. I am hopeful this will result in a more collaborative, efficient, and effective Parliament.
